    How Romania Managed to Reduce Plastic Waste

    For years, Romania struggled with the same problem as much of the world; growing waste from daily consumption and immeasurable industrial production. With a limited recycling system in place with low citizen participation; Romania needed a quick solution.

    So, Romania went about implementing a combination of legislation and promoting environmental education and recycling programs. But the real turning point came with a public-private partnership led by RetuRO, that created a packaging return system with economic incentives. Under this plan, consumers were charged a small deposit when purchasing drinks and in order to retrieve the deposit, they had to return the packaging to authorized points.

    This simple, but effective, model has resulted in the country achieving recycling rates of up to 94% among bottles and cans, positioning itself as one of the most efficient systems in Europe.

    Beyond the figures, the impact is visible in day-to-day life; recycling has provided citizens with an additional source of income, while plastics have virtually disappeared from city streets.

    The model’s success lies not only in the economic incentive, but in its design. Without the limitations of old systems, the country was able to build a modern infrastructure, compatible with the principles of a circular economy.

    Romania provides yet an example of how challenges can be transformed into opportunities.
